Energy efficient buildings - a first step to reduce greenhouse gas emissions in Romania

The project aims at:
1.    Supporting the legislative process regarding the energy performance of buildings;
2.    Increasing the access to information on energy performance in buildings for central and local authorities and citizens;
3.    Facilitating communication between actors involved in the decision-making process regarding energy efficiency in buildings.

Project target groups are:
- members of the Parliament;
- central public authorities;
- the Ministry of Regional Development and Housing, the Ministry of Environment, the Ministry of Public Finance;
- Local authorities;
- Owners' associations;
- Subcontracting companies in energy efficiency projects.


  • Position paper sent to the specialized commission in the Chamber of Deputies, ministries and members of the European Parliament;
  • Publication of information materials, including a brochure offering a series of case studies from Romania and abroad;
  • A report regarding the thermal rehabilitation programme;
  • A national conference dealing with potential legislation improvements regarding the energy efficiency of buildings and the way beneficiaries are informed about it;
  • Media campaign;
